The National Library of Public Information has established these handling points in accordance with Article 8 of the Library Act, in order to safeguard the fair use rights of readers, maintain a good reading order, and properly manage the library's collections and facilities.

The staff of the library may verify the identity documents of the readers in order to carry out the provisions of these guidelines that affect the fair use rights or reading order. Readers should cooperate in presenting their library cards, identity cards and other identity documents. If a reader is unwilling to cooperate or has a bad attitude, the library may require them to leave.
