National Library of Public Information Hosts the “2025 Information Literacy Forum in the Era of Smart Libraries” Focusing on Enhancing National Information Literacy to Build a Foundation of Knowledge for the Digital Age

The “2025 Information Literacy Forum in the Era of Smart Libraries,” organized by the National Library of Public Information (NLPI), was grandly held today, May 15, at NLPI. The date also marks the 102nd anniversary of the library, making the celebration through the promotion of information literacy especially meaningful. The forum brought together experts and scholars from academia and industry to explore the challenges and opportunities presented by the rapid development of artificial intelligence (AI). Discussions focused on strategies for strengthening information literacy and highlighted the central role libraries play in advancing digital learning, ensuring information security, and fostering innovative services in the digital era.
NLPI Director General Hsiang-Ping Ma emphasized that the rapid evolution of AI is transforming how people access, analyze, and comprehend information. While these technological advancements bring convenience, they also introduce new challenges such as misinformation, algorithmic bias, digital ethics, and personal data protection. In light of these issues, libraries must take on a proactive role in digital literacy education, helping the public develop critical thinking and information evaluation skills in the digital environment. This forum is one of NLPI’s concrete actions to promote nationwide information literacy education. By facilitating interdisciplinary dialogue and knowledge integration between academia and industry, the forum aims to consolidate diverse perspectives and practical experiences. These insights will help shape forward-looking strategies for public libraries and strengthen their professional value and social influence in the smart era.
The forum addressed various topics, including information literacy, digital learning, information security, and innovative applications. A lineup of distinguished speakers from both academia and industry were invited to share their insights. The keynote speech was delivered by Professor Chao-Chen Chen from the Center for General Education at Chung Yuan Christian University, titled “Challenges and Opportunities in Information Literacy Education in the Age of Smart Libraries.” Mr. Li-Wei Yang, CEO and founder of eLAND Information Inc., discussed “Applications of Generative AI in Libraries and Its Impact on Information Literacy.”
Other sessions included Associate Professor Hui-Chun Hung from the Graduate Institute of Network Learning Technology at National Central University and Mr. Peter Lai, Information Technology Teacher at Taipei Municipal Zhongzheng Senior High School, who focused on implementing information literacy and digital learning. Ms. Hsin-Yuan Hu, Manager at the Talent Development Center of the National Institute of Cyber Security, and Mr. Chung-Chin Lai, Deputy Director General of NLPI, analyzed strategies for addressing digital security and information privacy, as well as the development of innovative services in smart libraries both domestically and internationally. Finally, Mr. Kuo-Wei Cheng, Chief Knowledge Officer of PanMedia, and Mr. Wei-Li Pan, Director of the Library at Taipei Municipal Jianguo High School, shared insights on future-oriented digital media literacy and content creation.
This forum not only provided a valuable platform for academic and practical exchange but also offered new perspectives on the development of information literacy services in libraries. Libraries should not only serve as providers of information resources but also become smart learning platforms that guide the public in accurately understanding and applying digital information. NLPI stated that it will continue to advance the role of libraries in information literacy education. It hopes that through this forum, more innovative ideas and practical actions will be inspired, promoting the widespread adoption and deepening of information literacy. This will help cultivate citizens’ ability to assess information, develop digital literacy, and improve media literacy in the face of the digital wave.
