The "Library Card Guidelines of the National Library of Public Information" have been established to facilitate the application process. Foreigners are required to present the original Alien Resident Certificate (ARC) or original passport when applying for a library card. Individuals from Hong Kong, Macao, and China should use the original copy of their Exit & Entry Permit for the Taiwan Area of the Republic of China or original Alien Resident Certificate (ARC) for their library card application. Library cards obtained with a passport or Entry/Exit Permit must be renewed annually from the date of issue. To renew a library card, applicants should present the original card and proof of identity for verification of reader information.
